(allout-encrypt-string): Remove inhibition
of gpg-agent, now that pgg-gpg-process-region correctly honors
passed-in passphrase.
(allout-distinctive-bullets-string): Add info about bullet
conventions.
(allout-mode): Add info about distinctive vs plain bullets.
